CFC Club Handbook
I. INTRODUCTION
Welcome to the Chuckanut Flying Club. The Club is a not-for-profit
corporation whose members share an enthusiasm for aviation, seek
to share the cost of flying, enhance their piloting skills, teach
each other, and enjoy the company of other pilots. This handbook
is intended to introduce new members to our procedures and operations
and to provide existing members with a reference for continued use.
II. MEMBERSHIP
A. Rights and Responsibilities of Members
1. Each member is expected to abide
by the rules and regulations of the Club as set forth in this Handbook
and to maintain the goodwill of those individuals the member comes
in contact with.
2. As a representative of the Chuckanut
Flying Club, each member's actions and attitudes reflect directly
on the Club and the other members.
3. Since the Club operates through
voluntary support of its members, each member is encouraged to help
whenever they can with Club activities.
4. In order for the Club's records
to be kept up-to-date, any changes of address or phone number should
be submitted promptly to the Board of Directors, preferably directly
to the Safety Officer. If possible each member should update their
"User" information in Schedule Master, the Club's computerized
scheduling system.
5. Members should keep their files
updated as to personal qualifications.
B. Membership Categories
1. Active Members consist of those
members that have full membership privileges. Based on current insurance
limitations, forty-five (45) positions per insured aircraft are
available. The total number of members may be managed between 40
and 45 from time to time by the Board to optimize aircraft utilization
and revenue and to minimize insurance expenses.
2. Inactive Members consist of those
members that for health, financial and availability reasons are
social members only and do not have direct access to the Club's
aircraft.
3. Approved Flight Instructors are
those FAA certified flight instructors who have joined the Club
and been approved by the Board of Directors to provide pilot checkout
and currency requirements for Active Members.
C. Application for Membership
1. Applicants for Active Membership
shall complete a Club supplied application form, which can be obtained
from the Club's website, www.chuckanutflyingclub.com, the Membership
Officer or any member of the Board of Directors.
a. The completed application along
with the application fee (See Section XIII - B, Club Rates and Fees)
should be mailed or given to the Membership Officer or the Club
President.
b. The Board of Directors shall meet
and vote on whether to approve the application during their regularly
scheduled meetings and/or as membership positions become available.
2. Application for Instructor Membership
a. Applicants for Instructor Membership need to fill out the club
member application, be sponsored by a club member, approved by a
majority of the Board, and be checked out in the plane by another
Club instructor, then signed off.
D. Member's Accounts
1. The Club operates on a pay-as-you-go
basis.
2. Each member's account must be paid
in full at the end of each flight.
3.
A $25 assessment may be charged to Active Members with debit account
balances 60 days past due or more.
4. Any member owing the Club more than
30 days in arrears will be considered grounded from further flying
until the account is paid in full. If any member's account is more
than 60 days in arrears, he/she will be notified by the Board of
Directors and if payment is not made within 10 days will automatically
have their membership canceled.
5. Flight violations or violations of
good flying practices may result in suspension or expulsion, as
determined by the Board of Directors.
E. Resignation
1. Members must notify the Board of
Directors of resignation from membership in the Club. If notification
is not received, monthly dues will continue to accrue.
2. Resignation from the Club does not
entitle a member to receive a refund of the application fee.
III. CLUB MANAGEMENT
A. Governance
1. The Club is governed by the Board
of Directors, which consists of the President, Treasurer, Secretary,
Safety Officer, and Maintenance Officers for each plane. Officers
are elected in January (President, Secretary, one Maintenance Officer
and Safety Officer) and in July (Treasurer, Membership Officer and
the second Maintenance Officer). Club members are expected to take
their turn in Club management.
B. Meeting Dates and Time
1. The Board of Directors meets monthly
on the second Monday at 4:30 P.M. at Bob's Burger and Brew - Barkley
Village, unless the Board of Directors agrees on an alternative
schedule.
a. All members are invited to submit
agenda items, in advance of the meeting, for consideration by the
Board of Directors and give an oral presentation, if deemed appropriate
by the President.
2. General Membership meetings will
be held on a quarterly basis: January (which will serve as the Annual
Meeting), April, July and October.
a. The Board of Directors will designate
times and places and the Secretary will be responsible for notifying
all members.
b. All members are strongly encouraged
to attend General Membership meetings so they can remain well acquainted
with Club issues and with one another.
C. Officer's Entitlements
1. The President, Treasurer, Membership
Officer, Safety Officer, Maintenance Officers and Secretary shall
be granted a stipen equal to 10 hours flight time at the current
Warrior rates towards flight time for each year of service on the
Board of Directors.
2. The credited flying time must be
used within 12 months and may not be accrued into the following
year.
IV. PILOT REQUIREMENTS
A. Pilot License
1. The right to pilot an aircraft owned
or operated by the Club shall be a privilege accorded only to Active
Members of the Chuckanut Flying Club and other personnel approved
by the Board of Directors to make required test flights. All Members
must hold at least a Private Pilot license or be a Student Pilot
under the instruction of a Approved Flight Instructor who is a Member
of the Club.
B. Medical Certificates
1. Members must have a valid medical
certificate to solo or act as Pilot-in-Command of any Club aircraft.
2. Student pilots do not require a
medical certificate/student license until they solo.
C. Pilot Check-out and Currency Requirements
1. Each Club member must be checked
out by a Club Approved Flight Instructor for each type of Club aircraft
they intend to fly.
b. The initial check-out familiarization
will include practice areas, reporting points, and such maneuvers
as the Club Approved Flight Instructor considers necessary.
c. The Club's insurance carrier requires
5 hours in Type for high performance aircraft (i.e. C-182) for 100
hour plus total-time pilots and 10 hours in Type for members who
have less than 100 hours total-time.
2. The Club requires an Annual Flight
Review by a Club Approved Flight Instructor which may be satisfied
by a BFR, completing a FAA Wings Program or a IFR currency check
ride.
3. In addition to the requirements
of testing and licensing by the FAA, during the annual review each
member operating Club aircraft must successfully complete a written
exam administered by a Club Approved Flight Instructor on FARs,
Aircraft make and model, and airport operating procedures.
a. A copy of the examination can be
found in the Appendix of
this Handbook.
b. A copy of the initial examination
for new members shall be made part of each member's official Club
records.
4. During the initial check out and
on an annual basis, the Club Approved Instructor will review with
Club members the CFC Housekeeping Checklist, which is attached as
an appendix to this Handbook. As appropriate, the Board of Directors
will add to or modify this checklist.
5. Extended periods of inactivity in
flying (90 days or greater) shall require a check flight by a Club
Approved Flight Instructor.
6. All members who fly Club aircraft
must maintain a pilot's logbook to verify all flight time and to
bear evidence as to the individual currency and capability to operate
various types of aircraft.
7. Should any member of the Club be
involved in an aviation incident, whether the aircraft involved
is operated by the Club or not, that pilot shall notify the Safety
Officer and be subject to a flight check by a Club Approved Flight
Instructor before operating any Club equipment.
8. Approved Flight Instructors have
the authority to refuse flight permission based on the results of
any flight check.
9. In order to maintain Club's finances
and to enhance pilot competency, all Active Members shall fly Club
aircraft a minimum of twelve (12) hours a year during the twelve
(12) month period from July 1 to June 30.
a. Any unflown balance will be billed
to the Active Members account on July 1.
b. A minimum prorata amount of 1hr
per / mo. will be required in the event that an Active Member resigns
or elects to change to Inactive status.
V. STUDENT PILOTS
A. Club Regulations
1. Members holding current Student
Pilot Certificates shall observe the following regulations, in addition
to those imposed by the FAA:
2. A student pilot may fly the Club
aircraft only if under the instruction of a Certified Flight Instructor
who is a Club Approved Flight Instructor.
B. Solo Flights
1. No student pilot shall be permitted
to fly solo in Club aircraft until a Club Approved Flight Instructor
has certified as to their capacity to fly that make and model of
aircraft by individual log book endorsement.
2.
No student shall be permitted to make solo cross-country flight
until they have logged at least five (5) hours of solo time, three
(3) hours of dual cross-country time, passed the Private Pilot
written examination and secured an appropriate student certificate
and log book endorsement from a Club Approved Flight Instructor
who considers the student competent to fly cross-country.
3. Student pilots logging less than
three (3) solo landings or one (1) hour of solo flight within the
preceding thirty (30) calendar days will be required to pass a check
flight.
4. Student pilots must obtain Board
approval prior to flying solo after 1/2 hr. past sunset.
C. Log Book Endorsement
1. Student pilots must be properly
checked-out and have received a log book endorsement from a Club
Approved Flight Instructor before being permitted to fly any Club
aircraft.
2. The Club recommends that Student
pilots take check rides with another Club Instructor (other than
their primary instructor) prior to their FAA check ride.
VI. CONTINUING PILOT EDUCATION
A. Encouragement
1. All Club members possessing a pilot
certificate are encouraged to attend at least two Continuing Education
Classes each year.
VII. OPERATIONS AND RULES OF FLIGHT
A. Power to Ground Members
1. Any member of the Board of Directors
shall have the power to ground any member of the Club for cause.
The Board will take appropriate action in accordance with Article
II - Section 5 of the Club Bylaws.
VIII. SCHEDULING OF AIRCRAFT
A. Reserving Aircraft through the Schedule Master System
1. All aircraft must be scheduled in
advance by accessing Schedule Master, the Club's computerized scheduling
system. This process will help ensure that the aircraft is available
when scheduled.
2. An aircraft schedule shall be maintained
for each aircraft operated by the Club, and all flight shall be
scheduled in advance. The time reserved should cover the period
from the beginning of the pre-flight inspection until the aircraft
is back at the home field, serviced, and ready for the next member
to fly.
3. Members may access the Schedule
Master system 24 hrs. per day, via the Internet or by a touch tone
phone.
4. The information required for scheduling
a flight is: Name, date and time time aircraft is desired, time
aircraft will be ready for the next flight and destination of flight.
5. If the Active pilot has not taken
an aircraft within 30 minutes of when it was scheduled, another
Active Member may consider it canceled and use it during that scheduled
time period.
a. Make an attempt to contact the individual
by phone, if at all possible.
b. Leave a note in the hangar.
c. Call Schedule Master's 800# or access
it through the internet and reserve the desired time.
d. If the flight extends past the previously
scheduled time, make sure to schedule the extra time on Schedule
Master.
e. Notify the Secretary, or one of
the Officers, of the circumstances prior to departure if possible.
B. Individuals Authorized to Schedule and Fly the Club Aircraft
1. Active Members are allowed to schedule
the Club aircraft.
2. Club Approved Flight Instructors
may schedule the aircraft for their students who are Active members
at the request of their student. Due to insurance limitations, Club
Approved Flight Instructors may not fly the Club aircraft unless
they are with their student who is an Active Member.
a. If the Club Approved Flight Instructor
is also an Active Member this restriction does not apply.
3. Club Approved Flight Instructors
may schedule the aircraft and check out new candidates for Club
Flight Instructors at the request of the Board of Directors.
C. Cancellations
1. If the scheduled flight must be
canceled for any reason, it is the member's responsibility to access
the Schedule Master system and remove their name from the schedule
as far in advance as possible. This gives someone else a chance
to utilize that time frame.
2. Always be courteous to your fellow
Club member and have the aircraft back on time. If you must return
later than scheduled, access the Schedule Master system as early
as possible and notify directly any member on the schedule that
will be impacted by your late arrival.
D. Responsibility
1. Each member shall be held responsible
for the aircraft scheduled from the moment they commence the preflight
inspection prior to flight until the aircraft has been properly
serviced and secured after the flight.
IX. FUELING
A. After Each Flight
1. Members shall fuel the Warrior up
to the "tabs" or the Skylane with 30 gals. In each tank
after each flight unless the flight is less than seven tenths of
an hour.
a. A calibrated sight gauge can be
found in the "tackle box" in the Skylane's baggage compartment.
b. If available, Members are expected
to utilize self-serve fueling facilities. In the event a Member
elects to use a full-service fueling service when a self-serve facility
is available, the Member will be responsible for any difference
in price.
c. Members are to use extreme care
when fueling the aircraft. Fuel nozzles must not contact the wing
surface during fueling.
2. In the event that aviation fuel
of the proper octane rating is not available, the next higher grade
of aviation fuel shall be used. Automotive gasoline shall not be
used in Club aircraft.
X. OPERATIONS
A. Landings
1. Aircraft landings shall be made on
regular Sectional designated airports and strips only.
2. No open field, beach or roadway
landings allowed, except in an emergency.
B. Run Ups
1. Aircraft shall be "run up"
on clear asphalt, cement, or grass and not on any area with loose
gravel or debris.
C. Cross-Country Flights
1. For purposes of these regulations,
any flight that exceeds fifty (50) nautical miles from home base,
is over mountainous terrain, or is away from the field for a period
exceeding three (3) hours shall be deemed a cross-country flight.
2. Pilots may schedule cross-country
trips by accessing the Schedule Master system. Listing the destination
of the flight is mandatory.
3. All cross-country flights beyond
250 statute miles or over four days require the approval of the
Board of Directors prior to departure.
4. Flight plans are encouraged to be
filed with the FAA for all cross-country flights.
D. Expenses
1. A Club credit card is available
in each aircraft's Finance Logbook and should be used for purchasing
whenever possible.
2. The pilot shall pay for all other
operating expenses and repairs incurred away from the home field.
Legitimate expenses will be reimbursed upon presentation of bills
and receipts to the Board.
XI. EQUIPMENT
A. Information Supplied in Club Aircraft
1. The following information shall
be posted or carried in all Club aircraft: · List of standard tower
light signals, · Approved flight or owner's manual, · Pre-flight
and post-flight checklists, · A no-smoking sign, · A Sectional map
of the local flying area, and · The FAA registration number of that
aircraft.
XII. INSPECTION AND MAINTENANCE OF AIRCRAFT
A. Club Responsibility
1. The responsibility for determining
the type and amount of maintenance is vested in the Board of Directors,
through the Maintenance Officer.
B. Certified Mechanic
1. Maintenance on Club aircraft is
normally performed by a FAA approved mechanic.
2. No individual may remove any unit
from any aircraft for maintenance, unless specifically approved
by the Board of Directors. The unit must be inspected by a FAA Certified
mechanic prior to reinstallation on the aircraft.
C. Engine Maintenance
1. Lubrication is prescribed by the
appropriate aircraft flight manual.
2. An engine inspection is due every
100-tachometer hours of flight. A FAA Certified mechanic must accomplish
this inspection and an entry must be made in the Aircraft Engine
Logbook.
3. No individual may remove any unit
from any engine for maintenance without express approval by the
Board of Directors. The unit must be inspected by an FAA Certified
mechanic prior to reinstallation on the engine.
D. Fuel and Oil Inspection
1. Prior to each flight, the aircraft
will be checked as to the amount of gas and oil carried. The drain
on the gas sediment bowl and under-wing tank drains will be released
for removal of foreign matter to drain free.
E. Pilot's Responsibilities
1. It shall be the responsibility of
each Club member prior to flight to see that the aircraft is airworthy
and that all accessories are complete and in good working order.
2. A visual inspection of the aircraft
will be accomplished prior to and after each flight.
a. This general inspection will include
checking the flight and control surfaces, engine, fuselage, cable,
struts, tires, safety nuts and bolts, etc.
3. It shall be the pilot's responsibility
to check the gas and oil before and after each flight.
a. If fuel is available, the Warrior
will always be left with both tanks filled to the tabs and the Skylane
left with 30 gals. in each tank.
b. On cross-country flights, either
a one (1) hour reserve of fuel or sufficient fuel to reach an alternate
airport, whichever is greater, shall be carried.
4. The pilot-in-command shall be responsible
for properly securing the aircraft after each flight.
a. Adequate steps must be taken to
protect the aircraft from wind and weather, and all items of the
post-flight checklist must be complied with.
b. When securing the aircraft, ensure
that all tie-downs are snug; all electrical systems are off, and
controls locks are properly installed.
c. Install windshield screen when direct
sunlight condition is likely to occur.
5. When taxiing the aircraft on the
parking ramp area, the yoke should be held back to reduce the load
on the nose gear. On rough ground this is imperative.
6. Any member may ground a Club aircraft
when deemed necessary in the interest of safety and/or in compliance
with FAA, State or Local rules and regulations.
a. Grounding is accomplished by attaching
a note to the instrument panel of the aircraft and immediately notifying
the Maintenance Officer. b. While tagged, the aircraft may not be
started, taxied, or flown without specific approval of a member
of the Board of Directors. Furthermore, the note may only be removed
upon approval of a member of the Board of Directors.
7. All garbage must be removed from
the aircraft after each flight and the cabin tidied up for the next
member's use.
a. A hand held vacuum cleaner is available
in the hangar for Club use - don't be afraid to use it.
XIII. CLUB RATES AND FEES
A. Aircraft Hourly Rates
1. The hourly flight rates of aircraft are determined by
the Board of Directors based on the operations and usage of the
aircraft.
2. Effective December 12, 2006 the hourly rate for Warrior
N3290Q is $80.00 per hour -- including fuel.
3. Effective December 12, 2006 the hourly rate for Skylane
N8949G is $95.00 per hour -- including fuel.
4. Effective April 9, 2003 the hourly rate for the initial
checkout in the Skylane N8949G is fixed at the same rate as the
Warrior N3290Q.
5. Effective November 1, 2006 any active club member who
introduces a individual who becomes an active member of the club
shall receive $200.00 credited to there flight account.
6. Effective April 9, 2005 the board has the ability to evaluate
the hourly rate for both aircraft and make adjustments as needed
to meet the financial needs of the club.
B. Application Fee
1. The Application fee is to be submitted
with the application for membership form to the Club President.
2. This fee is refundable in the event
the Board of Directors doesn't accept the application, or the pilot
requesting membership elects to withdraw his/her application prior
to formal acceptance into the Club.
3. Application fees are non-refundable
once the applicant becomes a member of the Club.
4. Effective January 16, 2001, the
Application fee is $350.00
C. Monthly Fees
1. Monthly dues are collected to help
offset the fixed expenses and insurance costs that the Club incurs
on behalf it its members.
2.
Payment of the monthly dues can be sent directly to the Club Treasurer
(see Club Roster for the name and address), or a check can be placed
in the black deposit box located in each aircraft hanger.
3. Effective July 22, 2005, Active Members
are assessed $30.00 per month for insurance and $60.00 for fixed
expenses, which is due on the first day of the month.
4. Effective February 1, 2001, Inactive
Members are assessed $10.00 per month, which is due on the first
day of the month.
5. Club Approved Flight Instructors,
that are not Active Members, are not assessed monthly dues.
6. The credits received from the Officer's
Entitlements (see Section III.C.1-2) are not allowed to be used
to offset monthly dues.
XIV. TIME AND EXPENSE RECORDS
A. Recordkeeping
1. A time and expense record must be
logged in the on-board financial record after each flight.
2. The duration of each flight shall
be computed by the installed Hobbs hour meter. a. All flying time
shall be computed to the nearest tenth hour.
b. If the meter is between numbers,
the next higher tenth hour shall be used.
3. The receipt for any gasoline or
oil purchased and your check for the net amount due must accompany
each time chit.
4. Make sure that all items on the
time and expense record are filled out completely.
a. Items most frequently omitted are:
Date, Name and Fuel Purchased.
b. These items are necessary for accurate
Club record-keeping.
XV. MISCELLANEOUS RULES
A. Guests
1. Guests are always welcome at the
General Membership meetings, Club activities, and aboard all club
aircraft.
B. Use of Club Aircraft
1. Passengers may not be carried for
compensation or hire; they can, however, share expenses.
2. No member of the Chuckanut Flying
Club shall use any Club equipment for hire, nor shall the member
rent or lend any Club equipment to any other person or group of
persons for any purpose whatsoever.
3. Active Members holding a pilot certificate
other than student pilot may carry non-members as passengers in
Club aircraft, providing that the Club member is in command of the
aircraft at all times.
C. Pilot-In-Command
1. An Active Member must occupy the
seat normally considered that of pilot-in-command, except in the
case of a Club Approved Flight Instructor, or as approved by the
Board of Directors.
